The first requirement of HACCP-based water system management
is also the most important. A team must be established by the facility
management/owner comprised of individuals towhom responsibility has
been assigned andwill be held accountable. Observations of hundreds of
such teamsduring thepast10years indicate that if the facilitymanagement/
owners have not clearly assigned responsibility and are not demonstrably
willing tohold individuals in the team accountable, then the programwill
not be effective.
When Water Management Teams are functioning well, they almost
always develop plans that improve both the safety and the operational
efficiencyof theirbuildingwatersystems.The improvements inoperational
efficiencyoften result in substantial cost savings.
