We are tryingwith thisproposed lawtoconnect thegrantingof operating
licenses, which are renewed periodically, to the submission of compliance
certificate of all the technical requirements of the disciplinary regulations
of quality of the air at indoor environments to be signed by mechanical
engineer qualified at the Engineering and Architectural Regional Council
(Conselho Regional de Engenharia e Arquitetura - Crea) complying with
all the regulatory standards (NBRs) of the ABNT; specific directives of the
Health Ministry and National Agency of Sanitary Surveillance (Ministério
da Saúde e da Agência Nacional de Vigilância Sanitária - Anvisa).
For the buildings, residential or commercial constructions that already
have the license, the proposed law suggests that they shall submit within
thirty days the certificate of adequacy to the regulation by the time in
which they are called by the municipal administration for revalidation.
Once approved the law establishing mechanisms to ensure the quality of
the air at indoor environments in premises with a thousand square meters
or more of built area, in the city of São Paulo, the supervision will be under
the responsibility of either Covisa or the Department of Control of Real
Estate Use (Departamento de Controle do Uso de Imóveis - Contru). There
is provision for fines and even revocation of the business license for the
establishments if they fail to comply with the rule.
An emphasis on the proposed law is to encourage the celebration of
agreements with universities and institutions located in the city of São Paulo,
to look for the collaboration through scientific research and propagation
of technical knowledge about
Legionella
and other infectious diseases on
behalf of the public health.
It is worth remembering that the Ministry of Health provides basic
